Water level measure mark in Groningen Province. "Waterschap" are the institutions that keep dikes safe, regulate ground water levels etc. They are the oldest democratic institutions in the country, dating back to the Middle Ages, through which communities shared the responsibility to keep the land dry. Parliament was just a 'recent' add-on :)
